Gentlemen,
I have duly received your Letter of the 27th Inst. in which you say
"I transmit herewith copy of a Despatch from the Governor of Hong Kong, reporting that the Pokfoolum Reservoir does not yield one-third of the water which it was estimated to yield."
A Copy of the Despatch above alluded to is before me.
My reply is that I am not in any degree accountable for the reported failure, as I was not consulted relative to the Capacity of the Pokfoolum Reservoir nor as to the supply to be drawn from it - but merely as to certain Plans, Sections, and Details for embankment proposed to be constructed at Pokfoolum; And as requested, I recommended a fit and proper person to superintend the execution of the proposed Works.
